Harris Road Solid Waste Facility Project

Harris Road LLC owns 73 acres within the Mesquite Lake Specific Plan consisting of one 25 acre parcel and an additional 48 acres located at 194 East Harris Road, Imperial, California 92251. The 25 acre parcel has a Conditional Use Permit (CUP#06-0008) with permitted capacity of 1500 Tons Per Day (TPD) issued by the Imperial County Planning Department. The complete CUP and full details of the approved activities are on this website. In addition, the parcel has a State of California Solid Waste Facility Permit (SWFP #13-AA-0111). The SWFP is also on this website for review and has recently completed the five (5) year review and extension. This project in its present permitted status is ready for construction. The Environmental Impact Report (EIR) was completed along with various traffic studies and geotechnical investigations, all posted on this site for review. The project is located in a renewable energy friendly county and is a great platform to expand from to develop a waste related Transformation Facility.

The Mesquite Lake Specific Plan consists of approximately 5,100 acres located in central Imperial County between State Route (SA) 86 on the west and SA 111 on the east, and bordered by Harris Road on the south and Keystone Road on the north. The County designated the Mesquite Lake Specific Plan Area on the 1993 General Plan to provide an opportunity to develop new job-producing light, medium, and heavy industrial uses.

The overall goal of the Specific Plan is to support economic development within Imperial County and its cities through job creation in the employment sectors of manufacturing, fabrication, processing, wholesaling, transportation, and energy resource development; and to create and preserve an area where a full range of industrial uses with moderate to high nuisance characteristics may locate. The project would accommodate the potential for ethanol production plant for both on-site power and export; continuation and expansion of the existing alternative energy production operations; and establishment of new manufacturing uses, and warehousing and distribution facilities.
